If I wish to resubmit a file, can I use the same coversheet or should I get a new copy. Or, what if I am at a different PC and wish to submit?

You may reuse the same cover sheet or get a new one. You might want to get a new one if you were using a different email address, for example you were at work and decided to modify your submission but did not have a copy of your cover sheet due to it being on your home PC. Of course, if you are at a  different email address from your registered WebFace address, you need first to register the new address (see 'Configure your WebFace Assignment Submission Account' from the previous help desk page).
