When I attempt to post to the newsgroup I get the following error. "Your article has NOT been posted to classes.it.gscit.gco9800.2004-sem2.notices." How can I resolve this so I can post to the newsgroup?

You are trying to post to the Notices newsgroup. This newsgroup is reserved for lecturers and they are the only ones who can post to it. You will need to post to the general newsgroup or assignment newsgroup for your query.
